The audit of the Regional Project for the Development of Water and Wastewater Infrastructure in Maramures County

The project is carried out by S.C. VITAL S.A., as the Beneficiary, and is funded through the European Regional Development Fund under the Sustainable Development Program 2021-2027 (SMIS code 2021+ 322218).

To ensure transparency and financial compliance , the MM-SER-01 service contract was signed on October 10th, 2024, with the objective of auditing the Regional Project for the Development of Water and Wastewater Infrastructure in Maramures County.

💧Contract value: 345,000.00 RON (excluding VAT)

💧Execution period: 78 de luni

The objectives of the audit:

  • Verifying and auditing the project's activities, records, and accounts, per the legislation and the funder's requirements.
  • Control of the legality, accuracy, and eligibility of the expenses incurred by the Beneficiary.
  • Certification of the accounting and financial statements of the project under applicable professional standards.

The completion of the audit will contribute to achieving the objectives of ensuring water quality, in accordance with European Directives 98/83/EC and 2020/2184, as well as the treatment of urban wastewater, in compliance with 91/271/CEE. Additionally, the project supports the compliance of utilities with environmental requirements and the fulfillment of Romania's commitments under the Accession Treaty to the European Union.

S.C. VITAL S.A., as the Beneficiary of the project "Regional Project for the Development of Water and Wastewater Infrastructure in Maramureș County", SMIS SMIS Code 2021+ 322218, funded by the European Regional Development Fund through the Sustainable Development Program 2021-2027, signed on October 10th, 2024 the Service Contract MM-SER-02 for the publicity of the project.

OBJECTIVES:

💧Informing the general public about the implementation and impact of the project.
💧Increasing the awareness of local communities about the benefits of the investment.
💧Ensuring transparency in the use of non-reimbursable European funds.
💧Promoting a positive attitude towards the need for the development of water and wastewater infrastructure.

INCLUDED SERVICES:

📢Publishing press releases and announcements.
🌐Project description on the Beneficiary's website (vitalmm.ro) and the development of a dedicated website.
🎤 Organizing press conferences to promote the project.
🎬 Monthly filming and photography of the project objectives.
📻 Creating a radio spot and broadcasting it at the county level.
🎥 Producing a film showcasing the success of the project.
📢 Organizing press conferences at the project's completion, with promotional materials (posters, roll-ups, etc.).

The publicity of the project will contribute to achieving the objectives regarding drinking water quality, in accordance with European Directives 98/83/EC and 2020/2184, as well as the treatment of urban wastewater, in compliance with 91/271/CEE. At the same time, the project supports the utilities' compliance with environmental requirements and the fulfillment of commitments made by Romania through the Accession Treaty to the European Union.

All these activities contribute to transparent and efficient public information, ensuring the visibility and promotion of the project in Maramures County.

S.C. VITAL S.A., în calitate de Beneficiar al proiectului „Proiectul regional de dezvoltare a infrastructurii de apă și apă uzată în județul Maramureș”, cod SMIS 2021+ 322218, finanțat din Fondul European de Dezvoltare Regională prin Programul Dezvoltare Durabilă 2021-2027, a semnat în data de 19 februarie 2025 contractul de servicii MM-SER-03 „Softuri de operare si implementare GIS si SCADA sistem unitar”
  • Prestator: ELSACO ELECTRONIC SRL
  • Valoarea contractului: 16.997.595,80 lei, la care se adaugă TVA
  • Perioada de execuție: 42 luni calendaristice
  • Obiectivul contractului
Prin acest proiect, VITAL S.A. își propune creșterea fiabilității și eficienței infrastructurii de apă din județul Maramureș, asigurând un management optimizat al resurselor și o intervenție rapidă în cazul defecțiunilor. Sistemele GIS și SCADA vor permite monitorizarea în timp real a rețelei, automatizarea proceselor și o mai bună gestionare a datelor operaționale.

Finalizarea contractului va contribui la îndeplinirea obiectivelor privind calitatea apei potabile conform directivelor europene 98/83/CE (DAP) și 2020/2184 (reformare DAP), precum și la tratarea apelor urbane reziduale în conformitate cu Directiva 91/271/CEE (DEAU). De asemenea, proiectul sprijină conformarea infrastructurii de utilități la cerințele de mediu și la angajamentele asumate de România prin Tratatul de Aderare la Uniunea Europeană.

The service contract Technical Assistance in Digitalization of Services, Development of the Cybersecurity System, Management, and Energy Efficiency Measures System within the Regional Project for the Development of Water and Wastewater Infrastructure in Maramures County aims to modernize and optimize operational processes through the implementation of digital and cybersecurity solutions.

The services include digitalization and automation of services, , implementation of a unified cybersecurity protection system, , optimization of energy consumption and monitoring of operational efficiency. This contract contributes to increased data security, reduced energy costs, and improved performance of water and wastewater infrastructure.
