Service contract MM-SER-01 – Audit of the Regional Water and Wastewater Infrastructure Development Project in Maramures County
The project is carried out by S.C. VITAL S.A., as the Beneficiary, și este finanțat prin Fondul European de Dezvoltare Regională în cadrul Programului de Dezvoltare Durabila si Tranzitie Justa (PDDTJ).

Pentru asigurarea transparenței și conformității financiare, a fost semnat Contractul de servicii MM-SER-01 în data de 10 octombrie 2024, având ca obiect auditarea Proiectului Regional de Dezvoltare a Infrastructurii de Apă și Apă Uzată în Județul Maramureș.

The completion of the audit will contribute to achieving the objectives of ensuring water quality, in accordance with European Directives 98/83/EC and 2020/2184, as well as the treatment of urban wastewater, in compliance with 91/271/CEE. Additionally, the project supports the compliance of utilities with environmental requirements and the fulfillment of Romania's commitments under the Accession Treaty to the European Union.

The objectives of the audit:

  • Verifying and auditing the project's activities, records, and accounts, per the legislation and the funder's requirements.
  • Control of the legality, accuracy, and eligibility of the expenses incurred by the Beneficiary.
  • Certification of the accounting and financial statements of the project under applicable professional standards.

Service contract MM-SER-02 – Publicity for the Regional Water and Wastewater Infrastructure Development Project in Maramures County

S.C. VITAL S.A., as the Beneficiary of the project "Regional Project for the Development of Water and Wastewater Infrastructure in Maramureș County", SMIS SMIS Code 2021+ 322218, funded by the European Regional Development Fund through Programul de Dezvoltare Durabila si Tranzitie Justa (PDDTJ), signed on October 10th, 2024 the Service Contract MM-SER-02 for the publicity of the project.

The publicity of the project will contribute to achieving the objectives regarding drinking water quality, in accordance with European Directives 98/83/EC and 2020/2184, as well as the treatment of urban wastewater, in compliance with 91/271/CEE. At the same time, the project supports the utilities' compliance with environmental requirements and the fulfillment of commitments made by Romania through the Accession Treaty to the European Union.

All these activities contribute to transparent and efficient public information, ensuring the visibility and promotion of the project in Maramures County.

📻 Creating a radio spot and broadcasting it at the county level.
🎥 Producing a film showcasing the success of the project.
📢 Organizing press conferences at the project's completion, with promotional materials (posters, roll-ups, etc.).

Service contract MM-SER-03 – Operating Software and Implementation of a Unified GIS and SCADA System
S.C. VITAL S.A., în calitate de Beneficiar al proiectului „Proiectul regional de dezvoltare a infrastructurii de apă și apă uzată în județul Maramureș”, cod SMIS 2021+ 322218, finanțat din Fondul European de Dezvoltare Regională prin Programul de Dezvoltare Durabila si Tranzitie Justa (PDDTJ), a semnat în data de 19 februarie 2025 contractul de servicii MM-SER-03 „Softuri de operare si implementare GIS si SCADA sistem unitar”
  • Provider: ELSACO ELECTRONIC SRL
  • Contract value: 16.997.595,80 lei, la care se adaugă TVA
  • Execution period 42 luni calendaristice

Finalizarea contractului va contribui la îndeplinirea obiectivelor privind calitatea apei potabile conform directivelor europene 98/83/CE (DAP) și 2020/2184 (reformare DAP), precum și la tratarea apelor urbane reziduale în conformitate cu Directiva 91/271/CEE (DEAU). De asemenea, proiectul sprijină conformarea infrastructurii de utilități la cerințele de mediu și la angajamentele asumate de România prin Tratatul de Aderare la Uniunea Europeană.
Obiectivul contractului

Prin acest proiect, VITAL S.A. își propune creșterea fiabilității și eficienței infrastructurii de apă din județul Maramureș, asigurând un management optimizat al resurselor și o intervenție rapidă în cazul defecțiunilor. Sistemele GIS și SCADA vor permite monitorizarea în timp real a rețelei, automatizarea proceselor și o mai bună gestionare a datelor operaționale.

Serviciile incluse în contract Implementarea sistemului va cuprinde următoarele activități principale:
  • Integrarea obiectivelor existente în sistemul SCADA – pentru un control centralizat al infrastructurii de apă și canalizare;
  • Implementarea sistemelor Videowall – pentru o monitorizare detaliată și în timp real a rețelei;
  • Optimizarea transferului de date între platforma GIS și sistemul SCADA – îmbunătățind procesul de luare a deciziilor și eficiența operațională;
  • Instruirea personalului VITAL S.A. – pentru utilizarea optimă a noilor tehnologii implementate.
Service contract MM-SER-04 – Technical Assistance for Management and Supervision of Works Contracts within the Regional Water and Wastewater Infrastructure Development Project in Maramures County
S.C. VITAL S.A., în calitate de beneficiar al proiectului „Proiectul regional de dezvoltare a infrastructurii de apă și apă uzată în județul Maramureș”, cod SMIS 2021+ 322218, finanțat prin Fondul European de Dezvoltare Regională în cadrul Programului de Dezvoltare Durabila si Tranzitie Justa (PDDTJ), a semnat în data de 21 noiembrie 2025, contractul  prestari de servicii MM-SER-04 – Asistență Tehnică pentru management și supervizarea contractelor de lucrări din „Proiectul regional de dezvoltare a infrastructurii de apă și apă uzată în județul Maramureș”.

Contractul prestari de servicii MM-SER-04 Asistență Tehnică în managementul și supervizarea contractelor de lucrări din “Proiectul Regional de Dezvoltare a Infrastructurii de Apă și Apă Uzată în Județul Maramureș” are ca obiectiv monitorizarea și verificarea implementării lucrărilor, asigurând respectarea standardelor de calitate și conformitatea cu cerințele finanțatorului.



Serviciile includ supervising the execution of work, verificarea documentației tehnice, , monitoring progress and raportarea periodică. Prin acest contract, se urmărește finalizarea eficientă a proiectului, îmbunătățirea infrastructurii de apă și apă uzată și respectarea reglementărilor europene în domeniu.

Service contract MM-SER-05 – Technical Assistance for Digitalization of OR Services, Development of Cybersecurity System, Management, and Energy Efficiency Measures System – Maramures County

The service contract Technical Assistance in Digitalization of Services, Development of the Cybersecurity System, Management, and Energy Efficiency Measures System within the Regional Project for the Development of Water and Wastewater Infrastructure in Maramures County aims to modernize and optimize operational processes through the implementation of digital and cybersecurity solutions.

The services include digitalization and automation of services, , implementation of a unified cybersecurity protection system, , optimization of energy consumption and monitoring of operational efficiency. This contract contributes to increased data security, reduced energy costs, and improved performance of water and wastewater infrastructure.
